Con el modelo de bienestar, los sectores económicos tuvieron un crecimiento sustantivo en México. Con el cambio del modelo económico, el sector servicios, sobre todo, el turismo, se ha consolidado como una actividad que homogeniza y funcionaliza el paisaje para facilitar la apropiación de los recursos naturales y culturales de las comunidades rurales para la expansión de la economía de libre mercado, con el objetivo de que permanezca el modo de producción y reproducción vinculado al capital, con lo que se (...) contradice la sustentabilidad de la actividad. Para el análisis de dicha situación y sus implicaciones, se propone el uso de la estrategia materialista cultural (Harris, 1982) como base teórico-metodológica general fortalecida con las propuestas de Sauer (1925) para el conocimiento del paisaje natural y cultural, y de Cordero (2004) para el conocimiento de las formas de apropiación de la naturaleza y la cultura que utiliza la expansión capitalista. Con esta propuesta se espera coadyuvar en la identificación del proceso de apropiación, homogenización y funcionalización, vinculado al turismo. (shrink)

Contrasta la desconsideración que dicha aportación de Carlyle tiene en la actualidad con su seguimiento en otros campos, como los negocios o la política. En el caso de la poesía, los poemas seleccionados hacen ver de qué manera los grandes actantes de la historia conviven con las personas que hacen la microhistoria.

El objetivo de este ensayo es realizar un acercamiento a los postulados que sobre los derechos fundamentales realiza Habermas, esto mediante un postulado de gran referencia teórico-argumentativa como el esgrimido por el autor, en el "principio discursivo". Para analizar la legitimación basada en los derechos fundamentales, Habermas parte de un sentido referido a la legitimación de un orden político y, particularmente, al orden político del Estado constitucional democrático. Habermas explica dicha relación a través de un nexo interno entre democracia y (...) derechos humanos. Se pregunta cuáles son los derechos fundamentales que deben otorgarse recíprocamente ciudadanos libres e iguales si quieren regular legítimamente su vida común con los medios del derecho positivo. The rapid increase of industry-sponsored clinical research towards developing countries has led to potentially complex ethical issues to assess. There is scarce evidence about the perception of these participants about the ethical compliance, security, and protection. We sought to evaluate and contrast the awareness and perception of participants and non-participants of industry-sponsored research trials on ethical, safety, and protection topics. A Cases-control survey conducted at twelve research sites in México. Previous and current participants of ISRT as well as non-participants with (...) one of four chronic diseases, were asked to complete the survey which focused on ethical compliance and protection issues of ISRT, and the perception of participating in a trial. A total of 604 cases and 604 controls were surveyed. Cases significantly answered that ethics committees are aware of what is happening in studies, and that medical care of industry-sponsored research trials is better than their usual medical care. The same proportion of cases and controls thought patients must receive economical reimbursement for participating in a research study. The informed consent of the pharmaceutical clinical trial was fully read by 90.4% of the cases. Most cases were satisfied or very satisfied with their overall study participation. Previous and current participants of industry-sponsored research trials have a more positive attitude towards ethics committees, the quality of medical care of the research trials, and the main purpose of economical reimbursements, when compared to non-participants. The COVID-19 pandemic marked a before and after for the global economy, and one of the most affected sectors was the health sector, where rising costs in medical care, protective equipment and infrastructure, coupled with a decrease in income from other regular services, led a large part of health centers such as public and private hospitals to resort to unethical accounting practices for the manipulation of their financial information (creative accounting). These events of financial depression and relaxation of controls during (...) the health emergency allowed the creation of a "favorable" environment to distort financial statements through techniques such as premature recording of income, undervaluation of expenses, among others, to evade taxes and take advantage of the benefits imposed by governments to promote humanitarian aid and prioritize health care. The purpose of this article is to highlight the most common creative accounting practices that were applied in the health sector in Latin America during the COVID-19 pandemic and the consequent effects it had on the economy and on the governmental control of the countries in the region for the detection of these practices. El diagnóstico y caracterización del estado actual de la formación socio-humanista de los estudiantes que ingresan a la Casa de Altos Estudios reveló las insuficiencias que existen, por lo cual el objetivo consistió en la elaboración de un sistema de talleres de apreciación literaria para la formación socio-humanista de los estudiantes de Medicina de primer año de la Universidad de Ciencias Médicas (...) de Camagüey que forma parte de un proyecto aprobado en el programa de ciencia, tecnología e innovación nacional número 2, Organización, eficiencia y calidad de los servicios de salud, con el código 152049. El mismo constituye un aporte al Trabajo Educativo y de Extensión Universitaria en la institución. Medical universities face the challenge of graduating a professional with a comprehensive cultural background. The diagnosis and characterization of the current situation in regards to the socio-humanistic education of the students entering Camaguey´s Medical University revealed several insufficiencies. Due to this, the objective of this research was to prepare a system of literary analysis workshops to enable the socio-humanistic education of first year Medical students at Camaguey´s Medical University. This investigation has been approved as a project belonging to a national science, technology and innovation program with the code 152049 and is a contribution to the educational work of the university. La introducción al ensayo relaciona la escritura y la supervivencia en Unamuno y en Lledó -en el primero como voluntad multidimensional y en el segundo como memoria viva colectiva- y después compendia la vida y la obra de Emilio Lledó El ensayo comenta varios textos de la obra de Lledó Memoria de la ética acerca de la muerte y de la existencia extendida en la época clásica de la cultura y la filosofía griegas. Como conclusión, y a partir del (...) epicureísmo de Lledó, se reafirma una cierta distinción entre las propuestas de una teoría de la vida post-mortem basada en la pervivencia por la memoria y otra que apunta a la vida perdurable por el impulso del ánimo o thymós. This article analyzes the migrant caravans as a strategy of resistance to the war against migrants in transit to the United States, exacerbated during the pandemic. This is the edited transcript of an interview conducted with Honduran journalist Inmer Gerardo Chevez, correspondent of Radio Progreso. Having travelled the Central American and Mexican routes accompanying on foot the transit of thousands of migrants since 2018, Chevez is a notable eyewitness and expert in situ of the Caravans. The interview confirms that (...) the caravan has become one of the premier forms in which Latin American migrants, including agricultural workers, struggle and their spatial dispute with the heterogeneous border control regime of the Americas are materialized. The text also reflects on the role that photography and critical journalism can play in the face of the contemporary anti-migrant policy turn. We conclude with an interpretation of the effects that the militarized violence against Latin American migrants in transit to the United States is having across the region. (shrink)

What kind of thing is a reason for action? What is it to act for a reason? And what is the connection between acting for a reason and rationality? There is controversy about the many issues raised by these questions. In this paper I shall answer the first question with a conception of practical reasons that I call ‘Factualism’, which says that all reasons are facts. I defend this conception against its main rival, Psychologism, which says that practical reasons are (...) mental states or mental facts, and also against a variant of Factualism that says that some practical reasons are facts and others are false beliefs. I argue that the conception of practical reasons defended here provides plausible answers to the second and third questions above; and gives a more unified and satisfactory picture of practical reasons than those offered by its rivals. Ignorance is often a perfectly good excuse. There are interesting debates about whether non-culpable factual ignorance and mistake subvert obligation, but little disagreement about whether non-culpable factual ignorance and mistake exculpate. What about agents who have all the relevant facts in view but fail to meet their obligations because they do not have the right moral beliefs? If their ignorance of their obligations derives from mistaken moral beliefs or from ignorance of the moral significance of the facts they have in (...) view, should they be excused for failing to meet their moral obligations? It is not obvious that they should. In this paper we argue that the best non-skeptical accounts of moral responsibility acknowledge that factual ignorance and mistake will diminish moral responsibility in a way that moral ignorance and mistake will not. That is because factual ignorance is often non-culpable so long as it meets certain merely procedural epistemic standards but the same is not true of moral ignorance. Our argument is that the assumption that it is gets the standards of culpability for moral ignorance wrong, and that the mistake is encouraged by the thought that culpability in general requires an instance of known wrongdoing: that acting wrongly requires de dicto unresponsiveness to one’s obligations at some stage. We deny this and conclude that, therefore, ignorance and mistaken belief are indeed often perfectly good excuses – but far less often than some philosophers claim. (shrink)

Research question/issue This paper aims to contribute to an improved theoretical and empirical understanding of the role that corporation has to play in anticorruption efforts. Research findings/insights Using cross-country data from three databases (Bribe Payers Index, Corruption Perceptions Index, and Doing Business) we found that pro-bribery Investment Climate conditions in host countries are not related to the payments of bribes by multinational companies when these corporations operate abroad. Theoretical/academic implications After describing the conceptual and policy framework that (...) surrounds the discussion on the role played by firms in anticorruption, we present the current debate regarding the effectiveness of international bribery control instruments, with the World Bank-GAC (2006-2008) report as a basis. Both literature and policy seem to be divided into two main, although not mutually exclusive, positions: one demands improvements in Investment Climate conditions from a joint public-private consensus led by international agencies; the other one supports the effectiveness of self-regulation by firms, independent of Investment Climate improvements. The study provides empirical support to the idea that a better Investment Climate is not enough for reducing corrup tion. Practitioner/policy implications This study offers insights to policy makers interested in promoting the involvement of corporations in the fight against corruption. (shrink)

After nearly sixty years, the influence of Peter Strawson’s ‘Freedom and Resentment’ remains strong in discussions of moral responsibility. However, as the paper has become more remote in time and in intellectual climate, some of those influences have turned into amplifications of ideas and claims that are misinterpretations or distortions of the paper, while other notions have been projected onto it. I try to make the case for this charge specifically in relation to what has become accepted as Strawson’s ‘response-dependent’ (...) theory of moral responsibility and to an allegedly problematic conception of blame said to be at the centre of that theory. Against that background, I comment on the current philosophical project to ‘civilize’ blame. (shrink)

The present paper argues that the standardised treatment of disaster research and practice perpetuates the production of systematic epistemic injustices against victims of disasters. On the one hand, disaster victims are often prevented from contributing with their opinions and knowledge to the processes of disaster mitigation and disaster conceptualisation. On the other hand, disaster victims tend to lack the hermeneutical resources to make sense of their experiences intelligibly, due to the existence of significant hermeneutical gaps in the hegemonic terminology on (...) the matter. I argue that both forms of epistemic injustice, the testimonial and the hermeneutical, are sustained by an epistemic privilege between the Global North and the Global South in matters of disasters. The second group comprises what I categorise generally as ‘disaster victims’. I identify two forms of structural prejudice that operate against disaster victims: one is the ‘non-expert’ prejudice, and the other is the colonial prejudice. Finally, because of the intercultural nature of disaster environments, I discuss the field of ‘multicultural competencies’ as a useful form of unveiling and counteracting the epistemic injustices contained in both disaster theory and practice. El objetivo del artículo es reflexionar sobre el concepto de revuelta popular para precisar su valor heurístico en relación con la comunidad política. Para ello se realiza un recorrido teórico de la idea de revuelta popular en algunos textos de Arendt, Rancière, Blanchot, Nancy, Agamben y Esposito. Propongo que la revuelta debe ser entendida en el marco de una ontología de la comunidad. Se concluye que la revuelta popular supone el rechazo de un orden de desigualdad sostenido en un desacuerdo (...) y la exigencia de no perder la comunidad entendida como el lugar mismo de nuestra existencia. The aim of this paper is to reflect on the concept of popular revolt in order to clarify its heuristic value in relation to political community. The essay traces a theoretical trajectory of the idea of popular revolt in some texts of Arendt, Rancière, Blanchot, Nancy, Agamben and Esposito. I propose that popular revolt must be understood in the context of an ontology of the community. I conclude that popular revolt presumes the rejection of an order on inequality sustained by a disagreement and the requirement of not to lose the community understood as the very place of our existence. ABSTRACT: In this text, we are going to try to introduce a few brief notes - without excessive pretensions -, concerning those things that, from a historical and also from an intellectual and point of view, surround the figures of Robert Owen, Fourier or Saint Simon. Certainly, intellectually, our sources do not let us notice a very specific influence on the "utopian socialists" of the 19th Century. It will be very difficult to find historical evidence. However, what we can do (...) is to assume the French Revolution of 1789 as a turning point for the radical traditions, both British and Continental, to introduce Romanticism as the real source from which the utopian nineteenth-century thought was derived from. Then, Romanticism is where we will be able to read something about Robert Owen. Likewise, we will approach a very succinct reading of paleo-socialism, focusing on the context of the British Islands where the Industrial Revolution took place to become another great event in the lifetime of the "utopian socialists". We present a preliminary high-level formal theory, grounded on knowledge representation techniques and foundational ontologies, for the uniform and integrated representation of the different kinds of (quali- tative and quantitative) knowledge involved in the designing process. We discuss the conceptual nature of engineering design by individuating and analyzing the involved notions. These notions are then formally charac- terized by extending the DOLCE foundational ontology. Our ultimate purpose is twofold: (i) to contribute to foundational issues of design; and (ii) to support (...) the development of advanced modelling systems for (qualitative and quantitative) representation of design knowledge. Reseña del libro: Velázquez, Lourdes. La civilización del Anáhuac: filosofía, medicina y ciencia. Editorial Notas Universitarias, México, 2019. 215 pp.

ABSTRACT: In its historical deployment, socialist thought has attracted the attention of numerous experts and thinkers. The results reached from the above mentioned efforts, are quite irregular in fact. These studies are very often linked the marxist tradition, that shifted its identity to label previous social reformers as "utopian socialists". Specifically, our academic Spanish tradition has traditionally been dependant -historically and intellectually- on other Continental currents of thought. We state, that the preeminence and fundamental influence on our Spanish culture in (...) the Iberian Peninsula, has traditionally had its origin here, between modernity and industrialism, in France. Consistently, contributions concerning authors like Saint-Simon, Fourier or Cabet do exist. However, it is necessary to say that there is a bibliographical and very significant emptiness around one of the most relevant figures of European history in the 19th Century. Such emptiness has to do with the absence of publications concerning Robert Owen and his meaning in Spanish. The genesis of Feynman's original approach to QED is reviewed. The main ideas of his original presentation at the Pocono Conference are discussed and compared with the ones involved in his action-at-distance formulation of classical electrodynamics. The role of the de Sitter group in Feynman's visualization of space-time processes is emphasized.

Product structures are represented in engineering models by depicting and linking components, features and assemblies. Their understanding requires knowledge of both design and manufacturing practices, and yet further contextual reasoning is needed to read them correctly. Since these representations are essen- tial to the engineering activities, the lack of a clear and explicit semantics of these models hampers the use of information systems for their assessment and exploita- tion. We study this problem by identifying different interpretations of structure rep- resentations, (...) and then discuss the formal properties that a suitable language needs for representing components, features and combinations of these. Resumen: El artículo pretende dar cuenta de algunos de los problemas que caracterizan las prácticas contemporáneas de producción y validación de conocimiento científico en el ámbito de la ciencia jurídica. En general, y a diferencia de lo que sucede en otras áreas disciplinares de las ciencias sociales, entre el derecho y la ciencia jurídica se da una configuración singular según la cual los límites entre conocimiento producido y objeto de conocimiento aparecen ciertamente inestables. Esta singular configuración de la ciencia jurídica (...) permite comprender, entre otros problemas, la dificultad para los juristas de realizar investigaciones científicas propiamente, en lugar de comentarios de doctrina y/o jurisprudencia de marcado sesgo intervencionista, tendientes a proponer reformas interpretativas, legislativas o judiciales. En este trabajo nos abocaremos al análisis de tres obstáculos que condicionan esta singular configuración de la ciencia jurídica: la escasa reflexión sobre los supuestos epistemológicos de la ciencia jurídica, la identificación de lo jurídico con la norma y la reducción de éstas al texto de la ley y la presencia hegemónica de la dogmática jurídica como paradigma o concepción científica.: We intend to show some problems that characterize practices of production and validation of legal knowledge within juridical science. Unlike what happens in social sciences in general, between legal science and law there is a singular configuration by which the limits on knowledge and the object of knowledge are very uncertain. This singularity allows us to understand why it is so difficult for the jurists to make scientific research rather than mere comments on the law with a strong trend to propose institutional reforms and social interventions. In this paper, we will focus on three obstacles that contribute to explain this singularity on legal science: a lack of reflection about epistemological assumptions, identification between the juridical and positive laws and between positive laws and legal texts, and the hegemony of legal dogma in the paradigm of legal science. Its aim is to address the wider implications of an altered security landscape. Specifically, and in accordance with SEE’s main area of interest, contributions to this special issue focus on those ethical considerations warranted by scientific and technological advances in the field of human security. Schelling’s philosophy can be seen as a unitary project of dynamic philosophy in which the philosophy of nature is the theoretical core within a general frame of a philosophy of identity. According to this assumption, that is developed and argued in the first section, this essay shows moreover as Schelling’s philosophy is a sort of process philosophy capable of integrating the standard definition of it, given for example by Nicholas Rescher, introducing the ‘necessary’ ungroundedness of being which frees ‘actions’ and (...) ‘creativity’ from the necessary chain of the process of nature. Thus described, the process indeed guaranties in particular that freedom that must be at the basis of moral action, seen by Schelling as that action capable of reactivating and freely reproducing that ‘love’ that guides Copula (the bond of the bonds) in its original and steady movement towards the concretedness of what exists.
